Delegated legislation is a law that is made by a person who was given the power to make the law. This is why it is called delegated legislation.
An enabling Act is an act that empowers a person to take a certain action. This includes making regulations, rules or orders. An enabling Act is also known as a Parent Act. It gives powers to somebody else to make laws and rules. |

Statutory instruments are a form of legislation, which can allow the necessities of an Act to be later taken into force or changed without Parliament having to pass a new Act. They can also be referred to as secondary, delegated or subordinate legislation.
They are made by ministers and their governments departments and make more detailed regulations for the area they are responsible for. They can be made when they are signed by a minister or anyone with authority. This means that the instrument is not a draft anymore. An example of a statutory instrument is the national minimum wage (amendment) regulations 2013. These were made by Parliamentary under Secretary of State for employment relations and customer affairs. They were made under the authority of the national minimum wage act. Regulation 2(2) increased the rate of the national minimum wage for workers who are aged 21 or over from £6.19 to £6.31 per hour. It increased the rate for workers who are aged 18 or over (but not yet aged 21) from £4.98 to £5.03 per hour. It also increased the rate for workers who are under the age of 18 from £3.68 to £3.72 per hour. |
